The Commission presides over a civil service system for police officers to provide for promotion on the basis of merit, to give officers tenure and to investigate whether removals, suspensions, demotions and discharges were made in good faith and for cause. The Commission adopts civil service rules and regulations that meet civil service system objectives.

Nominees must be U.S. citizens, registered voters in Snohomish County and Marysville residents for at least years prior to appointment.
